From Regional Diplomacy to Strategic Cooperation: A Report on Pezeshkian’s Visit to Muscat

The official visit of Dr. Masoud Pezeshkian, President of Iran, to Oman marked a turning point in redefining Iran’s regional diplomacy. The visit focused on strengthening regional relations, signing 18 cooperation agreements, enhancing banking ties, supporting the Gaza ceasefire, and appreciating Oman’s role in nuclear negotiations.

 

Nournews: Dr. Pezeshkian’s official visit to Oman in June 2025 followed the Islamic Republic of Iran’s regionalist policies. It aimed to deepen relations with southern neighbors and utilize Oman’s political, economic, and cultural capacities. His meetings with Sultan Haitham bin Tariq and senior Omani officials demonstrated a strong mutual commitment to expanding bilateral ties across all sectors. During the visit, Dr. Pezeshkian emphasized that the foundations for comprehensive cooperation are in place and that Iran will continue its progress—with or without sanctions.

Broad Agreements Signal Institutionalized Cooperation

During the visit, 18 cooperation agreements were signed between the two countries across various fields, including economy, health, culture, politics, defense, energy, mining, education, and media. These documents represent a major step toward institutionalizing bilateral ties and moving beyond temporary engagements toward structured and sustainable collaboration. A commemorative stamp jointly issued by Iran and Oman was also unveiled, symbolizing the deep historical, civilizational, and cultural ties between the two nations.

Banking and Financial Focus: Laying the Groundwork for Trade Expansion

One of the most significant achievements of this trip was the strategic agreements in the banking and trade sectors. Mohammadreza Farzin, Governor of the Central Bank of Iran, announced agreements to establish a joint bank between Iran and Oman, issue tourist cards, and designate a special port for Iranian trade activities. These initiatives are expected to help circumvent financial sanctions and provide new infrastructure to enhance economic exchanges between Tehran and Muscat. Emphasis was also placed on strengthening financial coordination for sustainable economic growth.

Support for Regional Peace and Oman’s Role in Negotiations

In the joint statement concluding the visit, both countries emphasized expanding economic partnerships and strengthening bilateral relations. They expressed appreciation for Oman’s constructive role in facilitating indirect nuclear talks with Iran. The shared support of Iran and Oman for the Gaza ceasefire reflected a convergence of views on regional and humanitarian issues. Foreign Minister Araghchi also stated that while the main focus of the trip was on bilateral ties, consultations on negotiations with the United States also took place. These positions portrayed a pragmatic and peace-seeking image of Iran’s regional diplomacy.
